Fluorescent lighting was introduced to markets in the 1940s. It would seem little has changed since then. Actually, dramatic improvements were made in the technology over twenty years ago. But typically what one sees in mass markets is still the old technology. 

The energy-saving advantages of fluorescent have made them ubiquitous where lots of light is needed, but the flicker, buzzing or hum, the glare, and poor quality of light have earned them the bad reputation they still have today.
